UP Homeguards Enrollment 2025: Exam Process and OMR Guidelines

Date: 5 February 2026

The Uttar Pradesh Police Recruitment and Promotion Board (UPPBPB) has released a new notification regarding the UP Homeguards Enrollment 2025. This notice outlines the process for the upcoming written examination and provides specific instructions for filling out the OMR answer sheets.

📋 Exam Process Overview

The recruitment process for UP Homeguards typically involves a written examination followed by a physical efficiency test (PET). The written exam is a crucial stage, conducted in offline mode using OMR sheets.

  • Mode of Exam: Offline (Pen and Paper)
  • Question Type: Objective Type (Multiple Choice Questions)
  • Language: Hindi/English

✏️ OMR Sheet Instructions

To ensure your answer sheet is valid and evaluated, follow these official guidelines:

  1. Use Black Ball Point Pen: Strictly use only a black ball point pen for darkening the circles.
  2. Bubble Filling: Darken the circle completely and uniformly. Do not use tick marks (✓) or cross marks (✗).
  3. Handling the Sheet: The OMR sheet is machine-readable. Do not fold, crush, or damage it. Keep it clean.
  4. Registration Details: Accurately fill in your Registration Number, Roll Number, and Question Booklet Series. Any error here can result in disqualification.
  5. Prohibited Items: Do not use whiteners, blades, or erasers on the OMR sheet.

📅 Important Reminders

  • Admit Card: Ensure you have downloaded your admit card from the official website.
  • Reporting Time: Reach the exam center at least 1 hour before the scheduled time.
  • ID Proof: Carry a valid original Photo ID (Aadhaar Card, Voter ID, DL, etc.).

⚠️ The Reality: What Are Homeguards?

Homeguards ≠ Regular Police. The biggest misconception candidates have is that this is a permanent "Sarkari Naukri".

Homeguards vs Regular Police:

AspectHomeguardsRegular Police
NatureVolunteer/Part-timeFull-time permanent
SalaryDaily allowance (₹672/day as per court order)*Monthly salary (₹30,000+)
Job SecurityTemporary/Contract - paid only when on dutyPermanent government job
BenefitsLimitedFull pension, medical, etc.
TrainingBasic (few weeks)Extensive (months)
EquipmentBasic (Lathi often)Full police gear

🛑 Ground Reality & Grievances

1. The "Duty Allocation" Issue

  • On Paper: You earn ₹25,000+ per month (₹786 x 30 days).
  • Reality: You only get paid when you get duty.
  • Complaint: In many districts, Homeguards complain of getting duty for only 15-20 days a month. If there is no festival or election, you sit at home with zero income for that week.
  • Allegations: There are frequent complaints of having to pay bribes to local commanders just to get assigned a duty point.

2. Physical Test: Not a Walk in the Park

  • Assumption: "It's just Homeguard, physical will be easy."
  • Reality: The race (Run) is often conducted on rough tracks or roads, not stadiums.
  • Failure Rate: In the last recruitment, nearly 30% of candidates failed the running test because they didn't practice.

3. No Pension, No Gratuity

  • Despite decades of court battles (Supreme Court order on "Equal Pay for Equal Work" applies to daily allowance only), Homeguards still do not get pension, PF, or medical leave like a Constable does.

🔄 What's Different This Year (2025-26)?

1. 20% Reservation for Women

Under "Mission Shakti", the UP government has mandated a significant quota for women in Homeguards. This is a golden opportunity for female candidates as the cutoff for women is expected to be lower.

2. Preference for NCC & Technical Skills

  • Bonus Marks: Candidates with NCC 'B' or 'C' certificates are likely to get preference in the merit list.
  • Driver/Computer Operator: Special wings for Homeguards with driving licenses or computer diplomas are being formed, which offers slightly more stable desk duties.

3. Digitized Duty Roster

To stop the bribery in duty allocation, the government is moving to an algorithm-based duty assignment. This should theoretically improve fairness in how many days of work you get.
